The online platform was originally developed in 2021–2022  as part of the regional cultural development mission in Pirkanmaa, which included 14 municipalities from Pirkanmaa alongside the City of Tampere (Hämeenkyrö, Ikaalinen, Kangasala, Lempäälä, Mänttä-Vilppula, Nokia, Orivesi, Parkano, Pirkkala, Pälkäne, Sastamala, Valkeakoski, Vesilahti, and Ylöjärvi). The project was funded by the Ministry of Education and Culture. There was close cooperation with TAMK’s Producer Bank project, funded by the Council of Tampere Region.

In 2025, Culture Bank expanded from Pirkanmaa to 14 other regions. Ã…land, South Karelia, South Ostrobothnia, South Savo, Kanta-Häme, Kymenlaakso, Ostrobothnia, North Karelia, North Ostrobothnia, Päijät-Häme, Satakunta, Uusimaa, and Southwest Finland joined the service.

Further development of the online service has been supported by a structural support grant as part of the Sustainable Growth Programme, and it aims to develop innovative services and production and operating models in the sector. Funding granted by the Ministry of Education and Culture comes from the EU Recovery and Resilience Facility (RRF), part of the EU’s one-off recovery instrument Next Generation EU. The project is managed by the City of Tampere with 14 co-implementers.

In October 2025, the Culture Bank has expanded to cover 13 regions in addition to Pirkanmaa.
